BACK GROUND /INTRODUCTION
It's sometimes hard to see the damage that drugs cause—there's drug addiction, of course, but there's a whole lot more. The families, the medical system, the environment. Innocent kids, caught in the crossfire. Drivers killed or injured by those under the influence. Babies found at meth labs, their toys covered with chemicals. Victims of terrorists, whose acts are financed with drug profits.

Direct costs include those for drug treatment, health care, costs of goods and services lost to crime, law enforcement, incarceration, and the judicial system fees. Indirect costs are those due to the loss of productivity from death, human suffering, drug abuse-related illnesses, victims of crime and crime and its victims.

Pakistan became a major exporter of heroin in the 1980s, following the influx of Afghan refugees escaping the Soviet invasion of Afghanistan in 1979.According to UNODC(PAK)"While estimates on the extent of drug addiction in Afghanistan are not available, reports indicate a serious problem (a) among the Afghan refugee population in Pakistan, (b) in the Afghan province of Badakshan (c) among returning refugees in Kabul and (d) among the Turkmen tribes of North Afghanistan. Hashish, opium and heroin seem to be the preferred drugs among the male population.Pakistan is one of the countries hardest hit by narcotics abuse in the world. According to national drug abuse surveys, the number of chronic abusers of heroin increased from about 20,000 in 1980 to more than 1.5 million in the late 1990's.Drugs in the region are mostly ingested orally; heroin is usually smoked or the smoke is inhaled. In Pakistan, a small number of heroin injection cases have begun to emerge in the Karachi area. This practice -- previously unknown in the sub-region -- has been observed in recent studies and raises concerns about the increase risk of transmitting blood-borne diseases, such as hepatitis and HIV/AIDS, through the process of needle sharing ".


The situation in Azad Jammu and Kashmir after the earthquake has persecuted the younger generation to such an extent that a considerable portion seeks refuge in sedatives turning drug addicts. In psychological terminology drug addiction is a habit which directly affects the brain and nervous system, rendering a person unfit for the society. In our Valley it is mostly due to the stress and tensions that youth take to drugs. This should be an eye-opener to everyone that Kashmir division alone has 60,000+ drug addicts, including 4000 women according to a United Nation International Drug Control Program (UNODC-P) sponsored survey. It is unfortunate that educational institutions have become the hub of such activities. Drug peddlers run their operations in educational institutions by poisoning the thoughts of student community.


One problem is that corruption has also touched the fight against drug abuse in Kashmir and Pakistan,since drug traffickers often escape punishment by giving bribes to get out of being held accountable for their actions.


Drug use can cause social, health and economic harms and cost individuals, families and communities dearly.
Preventing and reducing harms from drug use is a big challenge .So we the several persons, are desirous of forming a NGO Named by “NAYA OUFFAQ” under the Social Welfare (Registration & Regulation) Act ,1982,in pursuance of the rules and regulations, appended hereinafter.


OBJECTIVES
  • To create the atmosphere in a society, with special reference to AJK Earthquake effected areas, where the principles of morality and ethics would be observed in letters and spirits.
  • To cater the needs and changes of the affected & remote societies of AJK in the field of health.
  • To provide the treatment facilities to general public, more specifically earth quake affected, without any discrimination;
  • To provide Physical Treatment and Spiritual rehabilitation to drug addicts of all affected peoples.
  • To provide free indoor and outdoor treatment victims of Earthquake 2005 who suffered a lot.
  • To promote research in the field of drug addiction within District Poonch & others affected districts of AJK
  • To educate the general public of Azad Kashmir and Pakistan through lectures, seminars, symposiums, and the distribution of News letters, journals and A/V Material.
  • Training of Trainers in Interpersonal Skills and Peer Support Counseling in Drug Education
  • To establish vocational rehabilitation centers for drug addicts
  • To mobilize & empower youth groups to take up vital leadership roles in drug abuse prevention.
  • To establish network and coordination with local and International organizations for exchange of experience, ideas, information and expertise
  • Educate children, parents, and other youth mentors, to help Nation’s young people reject illegal drugs and underage alcohol and tobacco use
  • Work with the media, community structures, sports organizations, businesses and faith groups, to encourage young people to reject substance abuse
  • Promoting Drug Abuse Prevention Activities Among Out-of-School Youth, in the workplace and Training on Effective Management in Prevention Drug Education Programs
  • To provide medical help, food and shelter for admitted drug addict on free of cost basis during treatment
  • To provide medical, moral, psychological and social support for registered clients for their whole life
  • To help the client to reintegrate with his own family.
  • To provide continuous Follow-up after treatment on regular basis with the consent of the client.
  • To provide social and moral support and reduce sense of alienation for Ex-drug addicts in there own areas through self-support groups.
  • To provide Treatment and Rehabilitation services with Drug Abuse problem on free of cost basis.
  • To provide help and awareness on the doorstep of common, specially affected people through areas booths
